PROFILE OF MIDA ONG -NETWORK

I-Introduction:
The International Movement for Africa's Development, commonly known as MIDA was brought to the baptismal font in 1987. As an NGO, its intervention is based on the providing solutions to the problems faced by sick and marginalized people. It is approved by the State under number 006747 / MFEF / TCS / April 24, 1992. II) Its purpose is to improve the living conditions of the poor, the sick and marginalized. III) Its objectives are: • Reduce to the maximum, the risk of infection of HIV / AIDS in the informal workplace, maternal and infant mortality, infection of malaria and tuberculosis. • Contribute to training, literacy training for young victims of school and illiteracy. • Reduce the factors of poverty among women, children and youth unemployed. IV) Composition of the team :MIDA's strength lies in the wealth and the homogeneity of its workforce. These are managed by the Chairman Mr.Ibrahima KEITA professor and social worker whose expertise in the NGO community has been amply demonstrated.
Based on this expertise, He is the President of the Network of NGOs of action for the family (RODAF) officially inaugurated by the Minister for Family Breda at March 28, 1995, he presided over the Council of NGOs to Fight AIDS (COSSEN-SENEGAL) for four years as a founding member and member of the Board of Directors of the National Alliance Against AIDS (ANCS) from 1994 to 2001 where he had to occupy the positions of secretary-general and vice-president. He is a member of the National Multicultural AIDS network chaired by the Prime Minister.
He was appointed as advisor in community approach at the AIDS Division of the Ministry of Health and the Medical Prevention of Senegal since 2000. He was elected Vice-Chairman of CCM / Global Fund of Senegal in 2006. Guest at the Annual General Meeting of French Popular secorits, Mr. Ibrahima KEITA was elected Executive Secretary of Paris West African Network of Associations partners for Solidarity and Development (ROAP / SD) in December 2007
He is supported in his task by management:

This team is supported on the ground by supervisors and peer educators at the site level during the intervention of MIDA NGO in Dakar, Pikine, Guédiawaye, Thiès, Mbour and Guinguinéo.
Two resource persons are co-opted for capacity building . They are: -- A sociologist, Consultant / trainer (Mr. Abdou Dieng Issa) -- A gynecologist specialist in HIV / AIDS transmission from mother to child (Dr. Moctar Goumbala Kh). V) Specialization:
Against a backdrop of poverty characterized by low enrolment rate, a high rate of school, an illiteracy rate and high unemployment, most youth and women have invested in the informal sector to take economical benefit. Other girls and women affected by the rural exodus engaged in the regional capitals in domestic work with all the risks that they face in relation to HIV / AIDS infection.
The NGO MIDA aware of the vulnerability of these people who have a small business in the streets or homes where they are not well considered has been involved and committed for 15 fifteen years ground work and intervention in the informal economy.
Also, many adult men and women dropt out of school for exercising a non-formal business are also supervised by MIDA.
The main targets of MIDA are as follows:
-- Apprentices craft businesses: mechanics, sheet metal workers, tailors, carpenters and so on. -- Girls , domestic workers house wifes; -- Women traders -- Drivers, merchants, apprentices , car washers and other users of bus stations, railway station and ferry terminal, and the physically disabled community. VI) METHODOLOGY
The approach used by the MIDA is participatory. It is based on empowerment of the targeted community for better care of their health needs and training, a better valuation at emergency. The strategies that are used by MIDA to achieve its objectives include education by pairs, IEC outreach, distribution of IEC materials and condoms, the reference to the service delivery points, generational dialogue, learning trades basics and literacy action. The field activities are conducted by trained relays. These are contained in reports filed by the secretariat of MIDA. For efficiency and the proper execution of the activities, the relays are followed in the field by supervisors. They are in charge of carrying programme at the end of each month in the preparation of a synthesis report of activities to submit monthly to MIDA coordinator. They are supported in their work by program assistants . A timetable for implementing planned activities is developed in a participatory manner among fieldworkers MIDA and the target groups.
The Oversight review are held quarterly by the entire staff of MIDA. VII) THE INTERVENTION OF MIDA: • Dakar: Businesses or craft workshops, bus stations, railway station and • major markets. • Pikine: Zone craft - Bus Station - Train station, Market is Weekly action.• Guédiawaye: Village artisanal - Companies craft or Workshops - Market Weekly • Thiès: Bus Station - Train station, or craft workshops Companies • Mbour: Bus Station - Quai fishing, crafts and workshops Enterprises, hoteliers. • Guinguinéo: Train station - Bus Station, Trade businesses or workshops. • Possibility of extension to new areas and sites of intervention VIII) Areas of work and achievements of NGOs
in the fight against AIDS 1. IEC / BCC in the middle of informal work • 92-94: 3500 people living with AIDS helped in cooperation with partner NAP • 95-96: 5342 apprentices affected were trained with the partner AIDSCAP • 96-97: 4810 apprentices affected helped with the partner ANCS • 98: 124 people living taken in charge with the partner SDID • 98-99: 2430 maids affected helped with the partner UNICEF • 2000: 1450 apprentices and maids affected helped with the partner PDIS • 2001-2003: 1762 apprentices and maids affected helped with the partner FHI • 2005: 5000 drivers, women traders, apprentices, users of the bus and the pier of the Autonomous Port of Dakar affected were trained with the CELCO PST2 partner and the Ministry of Equipment and Transport. 2) Contractualisation • 1989-1990: 100 Contractualisation with CBOs in the Dakar region for mobilising women within the EPI (see letters of appreciation to UNICEF and the region's medical Dakar). • 2006-2007: Contractualisation with 40 CBOs in the programme to combat malaria 3) Networking • 96-97: Created by MIDA of 33 CBOs in the area of Beaver, and Grand Yoff Sicap the benefit of the ANCS • 2005: Assistance for the establishment of a national network of women traders with 38880 members whose headquarters is at Liberty at 6 . It is chaired by Mrs.Adja Fatou Touré. • Establishment of a sub-regional network of women traders fighting AIDS in 2008 with members and representative in 7 seven countries of the sub-region.4) Training: • 800 community leaders and health officials were trained by MIDA in micro technology in 1999. • 750 members of CBOs have been trained by MIDA in IEC / BCC / AIDS • 50 relay women traders were trained by MIDA in IEC / AIDS • 140 young people were trained by MIDA in computer science and accounting in 1996. 5) Advocacy: • 79 craft entrepreneurs were sensitized by MIDA for their adherence to the NGO projects • 25 leaders of women traders have been sensitized by MIDA for being involved in the fight against AIDS. • 5 heads of bus stations were implicated by MIDA in the fight against AIDS. • 1 Senior ferry port (pier CSA) has been alerted by MIDA for his involvement in the fight against AIDS. • 25 imams, 45 community leaders, 54 local elected officials have been subjected to a strong advocacy MIDA to combat stigma and discrimination against PLWHA and vulnerable groups. 6) Support: Number of people living with HIV were trained by MIDA in technical planning and IEC / AIDS. The person responsible for the care of PLWHA of MIDA, accounting training benefits of eight (8) years of experience ARCAD / AIDS in Bamako,Mali (Mr. Malamine Niang). MIDA has been adopted HIV-infected women by women traders who have learned the trade and have funded.

I) Introduction:
Le Mouvement International pour le Développement en Afrique a été porté sur les fonts baptismaux en 1987. C’est une ONG d’intervention qui part du vécu quotidien des populations afin d’intervenir en apportant des solutions aux problèmes rencontrés par celles-ci. Il est agréé par l’Etat sous le N° 006747 /MFEF/SDC/ 24 Avril 1992.
II) Son but est l’amélioration des conditions de vie des populations démunies, malades et marginalisées.
III) Ses objectifs sont :
Réduire le maximum possible, le risque d’infection du VIH/SIDA dans le milieu du travail informel, la mortalité maternelle et infantile, la contamination du paludisme et de la tuberculose.
Contribuer à la formation, à l’alphabétisation des jeunes victimes de la déperdition scolaire et de l’analphabétisme.
Réduire les facteurs de pauvreté chez les femmes, les enfants et les jeunes sans emploi.
IV) Composition de l’équipe-cadre
La force du MIDA réside dans la richesse et l’homogénéité de ses effectifs. Ceux-ci sont managés par le Président Monsieur Ibrahima KEITA Professeur de lettre et travailleur social dont l’expertise dans le milieu des ONG n’est plus à démontrer. Fort de cette expertise, il est le Président du Réseau des ONG d’action en faveur de la famille (RODAF) officiellement installé par le Ministre de la famille au Breda le 28 Mars 1995 ; il préside le Conseil des ONG de lutte contre le SIDA (COSSEN-SENEGAL) depuis 4ans, il est membre fondateur et membre du Conseil d’Administration de l’Alliance Nationale contre le SIDA (ANCS) de 1994 à 2001 où il a eu à occuper successivement les postes de secrétaire général et de vice président. Il est membre du Conseil National multisectoriel de lutte contre le sida présidé par le Premier Ministre.
Il est nommé conseiller en approche communautaire à la Division sida du Ministère de la Santé et de la Prévention Médicale du Sénégal depuis 2000.
Il est élu Vice-président du CCM/Fonds mondial du Sénégal en 2006.
Invité à l’Assemblée Générale du Secours Populaire Français, Mr Ibrahima KEÏTA a été élu à Paris Secrétaire Exécutif du Réseau Ouest Africain des Associations partenaires du Secours Populaire pour la Solidarité et le Développement (ROAP/SD) en Décembre 2007
Il est appuyé dans sa tâche de management par :
1 Chargé de programme, titulaire d’une maîtrise en science économique : Mr Cheikh N’Diaye ;
Des assistants de Programme :
- Une économiste familiale (Mme Ndèye Fatou Aïdara)
- Une sage femme (Mme Soda Niang)
- Un responsable de la prise en charge des PVVIH, comptable de formation (Mr Malamine Niang)
- Un financier (Mme Ami Collé Mbaye Ngom) Comptable informaticienne
- Une secrétaire, informaticienne (Mlle Anna Coulibaly)
- Un étudiant en sciences économiques spécialisé en IEC/CCC (Mr Youssoupha Guèye)
Cette équipe est appuyée sur le terrain par des superviseurs et pairs-éducateurs basés au niveau des sites d’intervention de l’ONG à Dakar, Pikine, Guédiawaye, Thiès, Mbour et Guinguinéo.
Deux personnes ressources sont cooptées au MIDA pour le renforcement des capacités de l’ONG.

Il s’agit de :
- Un Sociologue, Consultant / formateur (Mr Abdou Issa Dieng)
- Un gynécologue spécialiste de la transmission du VIH/SIDA de la mère à l’enfant (Dr Moctar Kh Goumbala ).

V) Spécialisation
Dans un contexte de pauvreté caractérisé par un faible taux de scolarisation, un important taux de déperdition scolaire, un taux d’analphabétisme et de chômage élevé, l’essentiel des jeunes et des femmes se sont investis dans le secteur informel pour se prendre économiquement en charge. D’autres jeunes filles et femmes victimes de l’exode rural se livrent dans les capitales régionales à des travaux domestiques avec tout le risque qu’elles courent en matière d’infection à VIH /SIDA.
L’ONG MIDA consciente de la vulnérabilité de ces populations qui exercent un petit métier dans les rues ou foyers où elles sont peu considérées, s’est impliquée depuis maintenant quinze ans (15) dans les interventions en milieu informel.
Egalement, des adultes hommes et femmes non scolarisés pour la plupart exerçant un métier non formel sont aussi encadrés par MIDA.
Les principales cibles de MIDA se résument ainsi :
- Les apprentis des entreprises artisanales : mécaniciens, tôliers, tailleurs, menuisiers etc.
- Les filles et femmes domestiques ;
- Les femmes commerçantes
- Les chauffeurs, coxeurs, camionneurs, marchants, gargotières, apprentis auto, laveurs de voiture et autres usagers des gares routières, gare ferroviaire et gare maritime, les handicapés moteurs.

VI) METHODOLOGIE
L’approche utilisée par le MIDA est participative. Elle est basée sur une responsabilisation des populations ciblées pour une meilleure prise en charge de leurs besoins en santé et en formation, une meilleure valorisation de leur savoir faire.
Les stratégies qui sont utilisées par MIDA pour l’atteinte de ses objectifs comprennent l’éducation par les paires, l’IEC de proximité, la distribution de supports d’IEC et de préservatifs, la référence vers les points de prestation de services, le dialogue générationnel, l’apprentissage de métier et l’alphabétisation.
Les activités de terrain sont menées par des relais formés. Celles-ci sont consignées dans des rapports déposés au secrétariat du MIDA.
Pour l’efficacité et l’exécution correcte des activités, les relais sont suivis sur le terrain par des superviseurs qui produisent des rapports de supervision.
Le chargé de programme procède à la fin de chaque mois à l’élaboration d’un rapport de synthèse d’activités mensuel à soumettre au coordonnateur de MIDA. Il est appuyé dans sa tâche par des Assistants de programme.
Un calendrier d’exécution des activités est élaboré de façon participative entre agents de terrain du MIDA et groupes cibles.
Des supervisions internes sont organisées chaque trimestre par tout le staff de MIDA.

VII) LES SITES D’INTERVENTION DU MIDA :

Thiès : Gare routière – Gare ferroviaire, Entreprises artisanales ou ateliers
Mbour : Gare routière – Quai de pêche, Entreprises artisanales ou ateliers, hôteliers.
Guinguinéo : Gare ferroviaire – Gare routière, Entreprises artisanales ou ateliers

2) Contractualisation
1989-1990 : Contractualisation avec 100 OCB dans la région de Dakar pour la mobilisation des femmes dans le cadre du PEV (voir lettres de félicitation de UNICEF et de la région médicale de Dakar).
2006-2007 : Contractualisation avec 40 OCB dans le cadre du programme de lutte contre le Paludisme

3) Réseautage
96-97 : Création par MIDA de 33 OCB dans la zone de Castors, Grand Yoff et Sicap au profit de l’ANCS
2005 : Accompagnement pour la mise en place d’un réseau national de femmes commerçantes de 38 880 membres dont le Siège est à Liberté 6 chez la Présidente Adja Fatou Touré.
Mise en place d’un réseau sous régional de femmes commerçantes luttant contre le Sida en 2008.

4) Formation :
800 leaders communautaires et agents de Santé ont été formés par MIDA en technique de microplanification en 1999.
750 membres d’OCB ont été formés par MIDA en IEC/CCC/Sida
50 relais femmes commerçantes ont été formées par MIDA en IEC/Sida
140 jeunes en déperdition scolaire ont été formés par MIDA en informatique et en comptabilité en 1996.

5) Plaidoyer :
· 79 chefs d’entreprises artisanales ont été sensibilisés par MIDA pour leur adhésion aux projets de l’ONG
25 leaders de femmes commerçantes ont été sensibilisées par MIDA pour leur implication dans la lutte contre le Sida.
5 chefs de gares routières ont été impliqués par MIDA dans la lutte contre le Sida.
1 Directeur de gare maritime (embarcadère du PAD) a été sensibilisé par MIDA pour son implication dans la lutte contre le Sida.
25 imams, 45 leaders communautaires, 54 élus locaux ont été l’objet d’un fort plaidoyer du MIDA pour la lutte contre la stigmatisation et la discrimination à l’égard des PVVIH et les groupes vulnérables.

6) Prise en charge :
plusieurs personnes vivant avec le VIH ont été formées par MIDA en technique de planification et en IEC/Sida.
Le responsable de la prise en charge des PVVIH du MIDA, comptable de formation bénéficie de huit ans (8) d’expérience à ARCAD/Sida de Bamako au Mali (Mr Malamine Niang).
MIDA a fait adopté des femmes infectées par le VIH par les femmes commerçantes qui leur ont appris le métier et les ont financées.

Introduction: la population du Sénégal est majoritairement composée de jeunes avec prés de 64% ayant moins de 25ans. Les femmes plus nombreuses que les hommes représentent 52% de la population générale.
Le taux d’analphabétisme étant encore élevé au Sénégal, 63% chez les adultes de plus de 15ans selon le DSRPII constitue pour la plupart des femmes un facteur bloquant dans tous les domaines d’activité.
Même si la prévalence du VIH est relativement faible au Sénégal, 0,7% selon l’EDS 2005, elle est de 0,9% chez les femmes analphabètes, de 3,8% chez les femmes en union rompue et de 0,9% chez les couples et les célibataires.
La femme est particulièrement vulnérable à l’épidémie du VIH. Le risque de contracter l’infection au cours des rapports sexuels non protégés est plus élevé chez femmes que chez les hommes en raison de la fragilité de la muqueuse vaginale ou de la présence d’infection sexuellement transmissible souvent méconnue chez la femme.
En Afrique subsaharienne, certaines pratiques professionnelles telles que le commerce peuvent accroître le risque de transmission.
En effet, la mobilité des commerçantes, l’environnement à risque dans lequel elles exercent leur métier (les marchés, les gares, les frontières, les hôtels etc), le souci quotidien du gain, le contact permanent avec des hommes généralement indélicats (douaniers, policiers, camionneurs, commerçants nantis), tout cela ajouté à l’ignorance et au déficit d’information par rapport au VIH/SIDA les exposent davantage à l’infection à VIH.
C’est dire qu’en Afrique, la féminisation de l’épidémie du Sida devient une réalité d’où la nécessité de mettre en urgence des techniques de communication pour un changement de comportement en direction des groupes de femmes vulnérables, telles que les commerçantes.
Voilà pourquoi, l’ONG MIDA spécialisée dans les interventions en milieu informel, après avoir encadré les apprentis des entreprises artisanales, les chauffeurs et personnel satellites des gares routières, les filles domestiques et les gargottières, a mis en œuvre un large programme de sensibilisation pour la réduction du risque d’infection à VIH parmi les femmes commerçantes du Sénégal et des 6 autres pays de la sous région (Mauritanie, Guinée, Mali, Gambie, Bénin, Côte d’Ivoire) avec l’appui de Open Society initiative for Africa (OSIWA).
A cet effet, MIDA et OSIWA ont organisé un atelier de formation en IST/VIH/SIDA pour la réduction de la vulnérabilité de la femme commerçante en Afrique du 25 au 28 Mars 2008 à Dakar.

La cérémonie d’ouverture de cet atelier a été présidée au CESAG par Mme Awa N’Diaye Ministre de la femme, de la famille, de l’entreprenariat féminin et de la micro finance, en présence du Docteur Ibra N’Doye Secrétaire Exécutif du Conseil national de lutte contre le Sida, de Madame Nana Tanko Directrice Exécutive de OSIWA, de Mr Ibrahima Keïta Président du MIDA, de Adja Fatou Touré Présidente des femmes commerçantes du Sénégal, des délégations de 9pays Africains dont le Mozambique, le Togo et le Congo invités en qualité d’observateurs. L’atelier qui s’est poursuivi au Complexe Culturel Yengoulène du Nord foire pendant quatre jours sous la Présidence de Mr Ibrahima Keïta du MIDA a pris fin le 28 Mars 2008 avec la satisfaction de tous les 7 pays participants.

II) Déroulement de l’atelier
a) Cérémonie d’ouverture

En partenariat avec OSIWA (Open Society initiative for Africa), le Mouvement International pour le Développement en Afrique (MIDA) a organisé du 25 au 28Mars 2008 un atelier sous régional pour la réduction du risque d’infection à VIH parmi les femmes commerçantes dans les locaux du CESAG et de Yengoulène.
Cette grande manifestation qui a enregistré la participation de prés de 700 commerçantes membres du Réseau Sénégalais des femmes commerçantes pour la solidarité (RENAFCOS) et des délégations de commerçantes venues du Bénin, de la Gambie, de la Guinée, de la Côte d’Ivoire, du Mali, de la Mauritanie et des observateurs du Congo, du Togo et du Mozambique, a été l’occasion d’une grande mobilisation de cette importante cible et des principaux acteurs de la lutte contre la propagation du VIH/SIDA en Afrique.
Présidée par Madame Awa N’Diaye Ministre de la Famille, de l’Entreprenariat Féminin et de la micro finance en présence de monsieur Ibrahima Keïta Président du MIDA, de Madame Nana Tanko directrice Exécutive de l’OSIWA, du Docteur Ibra N’Doye Secrétaire Exécutif du CNLS/ONUSIDA, de Madame Adja Fatou Touré Présidente du RENAFCOS, et des délégations des 7 pays la cérémonie d’ouverture fortement colorée et animée par des artistes engagés dans la lutte contre le Sida et la chorale musulmane des femmes commerçantes a permis à l’assistance fort nombreuse d’attendre sans se lasser les allocutions des différentes personnalités venues apporter leur témoignage à MIDA et leurs encouragements aux commerçantes.

Tour à tour, les personnalités présentes à la cérémonie ont reçu la parole de Madame le Ministre Awa Ndiaye pour délivrer leur message.
A tout seigneur tout honneur, il revenait donc à Mr Ibrahima Keïta Président du MIDA de souhaiter la bienvenue à ses invités et à justifier le choix de son ONG pour la cible femme commerçante. Selon Mr Keïta, la faible prévalence du VIH dans certains pays de l’Afrique cache des disparités liées à l’émergence de nouveaux groupes vulnérables telles que les femmes commerçantes dont la mobilité ne permet pas de suivre les émissions radiotélévisées et les programmes de mobilisation sur la prévention du Sida. Il s’y ajoute que ces commerçantes, avant le MIDA ne sont prises en charge de façon spécifique par aucun programme de Prévention du Sida alors qu’elles exercent leur métier dans un environnement à risque d’infection à VIH, eu égard aux nombreux contacts qu’elles nouent avec les hommes en tenues, les commerçants nantis, les transporteurs etc.
Mr Keïta a fini son allocutions par des remerciements à l’endroit des délégations étrangères invitées pour la circonstance, au RENAFCOS dirigé par Adja Fatou Touré pour sa forte mobilisation , à Madame Nana Tanko Directrice Exécutive de OSIWA pour son soutien financier et sa présence à la cérémonie, au Docteur Ibra N’Doye pour son soutien technique de tous les jours, aux personnes vivant avec le VIH pour leur engagement dans la lutte et enfin à Madame le Ministre Awa N’Diaye pour sa disponibilité et son soutien permanent au programme national de lutte contre le sida.
Madame le Ministre Awa N’Diaye a ensuite donné la parole aux délégations des pays étrangères qui tour à tour ont manifesté leur adhésion au projet et ont formulé des remerciements à l’endroit du MIDA qui selon elles est entrain de concrétiser l’intégration Africaine à travers la lutte contre le Sida.
La parole revenait ensuite à madame Adja Fatou Touré, présidente du RENAFCOS du Sénégal qui ne trouvait pas assez de mots pour remercier Mr Keïta Président du MIDA qui a initié et encadré efficacement les membres de son réseau dans la lutte contre le Sida au point de faire de certaines parmi elles des relais qui continuent aujourd’hui la prévention dans les marchés et pendant les fêtes foraires.
Elle a ensuite remercié Mme le Ministre Awa N’Diaye pour le soutien permanent qu’elle apporte aux femmes commerçantes qui sont ses alliées privilégiées.
Prenait aussi la parole madame Nana Tanko Directrice Exécutive de OSIWA qui a félicité MIDA pour avoir initié cet important projet dirigé vers une cible oubliée pendant longtemps alors que sa vulnérabilité est sans conteste. Elle a enfin exprimé sa satisfaction pour la très forte mobilisation des femmes commerçantes du Sénégal invitées par MIDA et de la participation des 7 pays étrangers à l’atelier.
L’honneur revenait ensuite au Docteur Ibra N’Doye Secrétaire Exécutif du CNLS qui a magnifié l’action de MIDA et exprimé sa satisfaction pour la forte mobilisation des femmes commerçantes décidées à barrer la route au Sida.
C’était ensuite le tour de Madame Mame Diarra Seck WADE, femme vivant avec le VIH de prendre la parole pour faire un témoignage de son vécu et de ses relations avec Mr Keïta de l’ONG MIDA et Adja Fatou Touré du RENAFCOS.
C’est par la suite que Mme le Ministre Awa N’Diaye a pris la parole à son tour pour magnifier l’initiative de MIDA qui vient renforcer la réponse nationale au VIH. Elle a félicité Mr Keïta et son équipe pour leur travail bien fait sans cesse renouvelé dans le cadre de la lutte contre le Sida, Adja Fatou Touré Présidente du RENAFCOS pour son engagement aux côtés de MIDA afin de barrer la route au Sida dans le secteur du commerce , le Docteur Ibra N’Doye pour son efficacité dans le CNLS, Mame Diarra Seck WADE pour son courage, OSIWA pour son soutien financier et les différentes délégations des pays de l’Afrique pour ce partenariat qu’elles viennent de tisser avec MIDA pour réduire la vulnérabilité des femmes commerçantes par rapport au VIH/SIDA.
Elle a enfin renouvelé les encouragements et le soutien du gouvernement du Sénégal et de son département à MIDA dans l’exécution de son ambitieux projet au profit des commerçantes de la sous région afin de limiter l’impact négatif du Sida en leur sein.
Elle a enfin déclaré ouvert l’atelier de formation pour la réduction de l’infection à VIH parmi les femmes commerçantes organisé par MIDA.
Elle a enfin levé la séance à 13h30mn.
Cette initiative de MIDA montre éloquemment que la conjugaison des efforts entre les pouvoirs publics, les ONG, le secteur privé et les partenaires au développement est la meilleure stratégie de lutte contre le Sida. L’approche multisectorielle qui est le socle du plan stratégique national de lutte contre le Sida venait ainsi d’être matérialisée par MIDA avec la tenue de cet atelier.
L’engagement des femmes commerçantes de la sous région attesté par l’ardent désir de vaincre ce fléau dévastateur marque enfin un déclic chez cette cible laisée pour compte pendant longtemps qu’il s’agira de matérialiser au cours des travaux d’ateliers devant se dérouler les 25 – 26 – 27 – 28 au Complexe Culturel de Yengoulène sur le Nord Foire.


b) Les ateliers :

En effet, dans l’après midi du 25 Mars ont commencé les Présentations des pays qui ont porté sur la situation épidémiologique de chaque pays, les stratégiques et types de femmes commerçantes de chaque pays, les types d’activités de commerçantes, la justification de la vulnérabilité des commerçantes, les mesures prises par les pays pour réduire cette vulnérabilité et les défi à relever pour éviter une plambée de l’épidémie à travers les femmes commerçantes.
Le lendemain 26 Mars, 5 formateurs ont fait des exposés suivis de débats sur les thèmes suivants :
- Transmission du VIH/SIDA de la femme infectée à l’enfant par le Médecin Colonel Mactar Khayar Goumbala
- Situation épidémiologique du VIH dans le monde par le Docteur Abdoulaye Sidibé Wade,
- Violences liées aux femmes et VIH/SIDA par le Médecin Colonel Mbaye Khary Dieng
- Vulnérabilité de la femme par rapport au VIH/SIDA par le Docteur Ndèye Fatou Ngom,
- Réponse communautaire au VIH/SIDA en Afrique et dans le monde par le Mr Daouda Diouf coordonnateur de ENDA Santé.
L’après midi du 26 mars avec les termes de référence suivants :

- l’atelier 1 : Causes et conséquences des violences faites aux femmes pendant leur déplacement.
- Atelier 2 : Comment armer les femmes commerçantes migrantes pour qu’elles échappent aux violences au cours de leur déplacement.
- Atelier 3 : Causes et conséquences de la vulnérabilité des femmes commerçantes par rapport au VIH/SIDA.
- Atelier 4 : Quelles stratégies à mettre en œuvre pour réduire la vulnérabilité des femmes commerçantes.
Avant la restitution des travaux d’atelier, une ébauche de plan d’action pays avait été élaborée et présentée en plénière.
La décision finale prise à l’atelier avait été la finalisation des différents plans d’action par les délégations une fois retournée au pays et leur envoie par email au MIDA.
En fin d’atelier un réseau sous régional des femmes commerçantes luttant contre le Sida a été mis en place.

D’importantes allocutions articulées autour des objectifs largement atteints, et du renforcement du suivi des résultats acquis à Dakar ont été prononcées à la cérémonie de clôture présidée par Mr Ibrahima Keïta Président du MIDA.
Notons parmi ces allocutions celui de Mr Georges Fodé de la Côte d’Ivoire désigné par les participants pour remercier MIDA et son Président pour avoir penser à impliquer les femmes commerçantes dans la lutte contre le sida et pour avoir concrétisé l’intégration africaine à travers la lutte contre le Sida.
Enfin la boucle a été bouclée par
- La remise d’attestations à tous les participants
- Un cocktail dînatoire agrémenté par la prestation d’artistes talentueux comme Doudou N’diaye Mbengue, Fatou Laobé, Maty Thiam Doggo et le rappeur Big Diakhou a été offert par MIDA dans la salle des spectacles du Yengoulène.
- La cérémonie a pris fin ce vendredi 28 mars 2008 à 23 heures et les délégations ont regagné leurs pays respectifs le lendemain Samedi 29 mars 2008 de 9h30mn à 18heures.

c) Les recommandations de l’atelier :

1) La reconnaissance de la cible femmes commerçantes comme groupe vulnérable au VIH et l’intégration de ce groupe dans les différents plans stratégiques de lutte contre le Sida des pays africains.
2) La reconnaissance de MIDA comme ONG spécialisée dans les interventions en milieu informel du travail.
3) La cooptation de Mr Ibrahima Keïta comme expert agréé par le système des Nations Unis dans cadre de la lutte contre le Sida et le proposer comme Représentant permanent avec statut spécial (1er atelier ROSTER) au Conseil Economique et Social des Nations Unis (ECOSCO) site des Nations unis à new York, Génève, Vienne et à la commission Africaine à Adis Abéba.
4) Le renforcement et l’extension du projet de MIDA pour les femmes commerçantes dans les pays de la sous région non présents à Dakar.
5) La mise en place d’un projet corridor ciblant les femmes commerçantes de la sous région pilotée par MIDA.
6) La pérennisation et l’organisation de cet atelier sous régional pour la formation des femmes commerçantes sur les IST/VIH/SIDA tous les ans.
7) Le soutien et l’appui des pays au réseau ouest africain des femmes commerçantes luttant contre le Sida mis en place à l’issu de l’atelier de MIDA dont le siège est fixé à Dakar et la Présidente élue Adja Fatou Touré du RENAFCOS du Sénégal.
8) La nomination de Adja Fatou Touré comme ambassadrice de la Paix en milieu informel du travail.
9) Le renforcement de l’appui institutionnel de MIDA pour une meilleure mobilisation et un meilleur suivi des femmes commerçantes du Sénégal et de la sous région.
10) La documentation et la dissémination de l’expérience de MIDA en milieu de femmes commerçantes qui peut être considérée comme une bonne pratique.

For reducing the risk of HIV / AIDS infection Among women traders

Introduction : Senegal's population is mostly composed of young people with nearly 64% with less than 25 years. Women outnumber men account for 52% of the general population. The illiteracy rate is still high in Senegal, 63% of adults over 15 years as DSRPII is for most women blocking a factor in all areas of activity. Although HIV prevalence is relatively low in Senegal, 0.7% according to EDS 2005, it was 0.9% among women who are illiterate, 3.8% among women in union and 0.9 % among couples and singles. Women are particularly vulnerable to HIV. The risk of infection during unprotected sex is higher among women than men because of the fragility of the vagina or the presence of sexually transmitted infection often overlooked in women. In sub-Saharan Africa, certain practices such as trade can increase the risk of transmission. Indeed, the mobility of commerce, the environment at risk in which they are working (markets, railway stations, borders, hotels etc), the daily concern of earnings, the constant contact with men who usually (Customs , police officers, truck drivers, wealthy merchants), all this added to the ignorance and lack of information about HIV / AIDS the more susceptible to HIV infection. This means that in Africa, the feminization of the AIDS epidemic is becoming a reality hence the need for emergency communications technology to change in behaviour towards vulnerable groups of women, such as the ones in trading.

Therefore, the NGO MIDA special interventions in the informal sector, having supervised apprentices craft businesses, drivers and staff satellite bus, maids and stations workers, has implemented a broad outreach programme reducing the risk of HIV infection among women traders from Senegal and 6 other countries of the sub region (Mauritania, Guinea, Mali, Gambia, Benin, Cote d'Ivoire), with support from the Open Society Initiative for Africa (OSIWA). To this end, MIDA and OSIWA organised a training workshop in STI / HIV / AIDS to reduce the vulnerability of women shopping in Africa from 25 to 28 March 2008 in Dakar. The opening ceremony of the workshop was presided over by the CESAG Awa N'Diaye Minister of Women, Family, women's entrepreneurship and micro-finance, in the presence of Dr. Ibra N'Doye National Council Executive Secretary to Fight AIDS, Madam Nana Tanko Executive Director of OSIWA, Mr Ibrahima Keïta Chairman of MIDA, Adja Fatou President Touré of women traders from Senegal, delegations of 9 African countries and Mozambique, Togo and Congo invited as observers.

The workshop was continued at the Complexe Culturel Yengoulène North Fair for four days under the chairmanship of Mr Ibrahima Keïta of MIDA ended March 28, 2008 with the satisfaction of all participating 7countries .

II) The course of the workshop

A) Opening Ceremony In partnership with OSIWA (Open Society Initiative for Africa), the International Movement for Development in Africa (MIDA) held from 25 to 28Mars 2008, a sub-regional workshop for reducing the risk of HIV infection among women traders in the premises of CESAG main Hall and Yengoulène hotel. This great event, which was attended by nearly 700 members of the Network traders, Senegalese women shopping for Solidarity (RENAFCOS) and delegations of traders from Benin, the Gambia, Guinea, Ivory Coast, Mali, Mauritania and observers of Congo, Togo and Mozambique, was the occasion of a large mobilization of this important target and the main actors in the fight against the spread of HIV / AIDS in Africa. Chaired by Mrs. Awa N'Diaye Minister for the Family, Women's Entrepreneurship and micro-finance in the presence of Mr. Ibrahim Keita Chairman of MIDA, Madam Nana Tanko Executive Director of OSIWA, Dr. Ibra Secretary N'Doye Executive NAC / UNAIDS, Mrs Adja Fatou Touré President of RENAFCOS , and delegations of 7 countries.
The opening ceremony was highly colourful and animated by artists involved in the fight against AIDS and the Muslim chora , women traders and very large audience waiting without being tired to listen to the different speeches from the great personalities who witnessed the achievement of MIDA NGO and expressed their encouragement to business women and traders of the subregion.. The speeches: Alternately, the personalities present at the ceremony were the statements of Madam Minister Awa Ndiaye to deliver their message. At any lord honourably, it was therefore Mr Ibrahima Keïta Chairman of MIDA to welcome his guests and to justify the choice of his NGO to target female traders. According to Mr Keita, the low HIV prevalence rates in some African countries cache disparities linked to the emergence of new vulnerable groups such as women traders whose mobility does not monitor broadcasts and programs on mobilization prevention of AIDS.

To this is added that these traders before being taken in charge by MIDA NGO are not handled in a specific way by any programme of prevention of AIDS while they are working in an environment where they were exposed to the risk of HIV infection, given the numerous contacts they have forged with the men during their commercial activity, wealthy traders, transporters, and so on. Mr Keita has finished her remarks by appreciating foreign delegations invited for the occasion, led by Adja Fatou Touré president of RENAFCOS for her strong mobilization, Madam Nana Tanko Executive Director of OSIWA for her financial support and her presence at the ceremony, Dr Ibra N'Doye for his technical support on daily basis for people living with HIV and his commitment to the fight against AIDS and finally Madam Minister Awa N'Diaye for her availability and ongoing support to the national programme and Fight AIDS. Madam Minister Awa N'Diaye then gave the floor to delegations from foreign countries, which in turn expressed their commitment to the project and expressed thanks to the place from which they claimed MIDA is underway to implement the integration in Africa Through the fight against AIDS. The floor then returned to Mrs. Adja Fatou Touré, president of RENAFCOS of Senegal who could not find enough words to thank Mr Keïta Chairman of MIDA who initiated and supervised effectively the members of her network in the fight against AIDS to the point of making among them are some of the relays that continue today their work of prevention in the markets and during the holidays gatherings. She then thanked the Minister Awa N'Diaye for the ongoing support she provides to women traders who are her preferred allies. On her turn, Mrs. Nana Tanko Executive Director of OSIWA who congratulated MIDA for initiating this important project toward a target missed for a long time while its vulnerability is without doubt.

Finally, it expressed her appreciation for the strong mobilization of women traders from Senegal invited by MIDA and the participation of 7 countries in the workshop. The honour then returned to Dr. Ibra N'Doye Executive Secretary of NAC, which has magnified MIDA's action and expressed his appreciation for the strong mobilization of women traders decided to block the road to AIDS. It was then the turn of Mrs. Mame Diarra Seck WADE, women living with HIV to speak as a witness about her experience and her special relations with Mr Keita of the MIDA NGO and Adja Fatou Toure of RENAFCOS. Later, the Minister Awa Ndiaye spoke in turn to magnify the initiative of MIDA ONG reinforcing the national response to HIV. She congratulated Mr. Keita and his team for a job well done constantly and renewed her thanks in the context of the fight against AIDS, to Adja Fatou Touré President of RENAFCOS for her engagement with MIDA ONG to stand in the way against AIDS in the Trade sector , Dr. Ibra N'Doye for its effectiveness in the CNLS, Mrs. Mame Diarra Seck WADE for her courage, OSIWA for her financial support and the various delegations from African countries for the partnership they have to weave with MIDA for reducing the vulnerability of women traders in relation to HIV / AIDS. She finally renewed the encouragement and support of the Government of Senegal and her department to MIDA in the implementation of its ambitious project for the benefit of traders in the sub-region in order to limit the negative impact of AIDS in their midst. It was finally declared open the training workshop for the reduction of HIV infection among women traders organised by MIDA. It was finally adjourned the session at 13h30mn. This initiative by MIDA eloquently shows that the joint efforts between the government, NGOs, private sector and development partners is the best strategy to fight against AIDS.

The multi-sectoral approach which is the foundation of the national strategic plan to fight against AIDS and had to be materialized by MIDA with the holding of this workshop. The involvement of women traders of the sub-region evidenced by a desire to defeat this scourge devastating mark finally snaps at the target that used to be forgotten for a long time. The target will be taken in charge. It will be materialized during the workshop days be 25 - 26 - 27 - 28 March 2008 at the Cultural Complex of Yengoulène in the North Fair.

B) Workshops:

Indeed, in the afternoon of March 25 began with presentations of countries that have focused on the epidemiological situation of each country, the types of strategic and business women in each country, the types of commercial activities, the justification for the vulnerability of trading, the measures taken by countries to reduce this vulnerability and the challenge to prevent a wider spreading of the epidemic through the women traders. On March 26, 5 the trainers made presentations followed by discussions on the following topics: Transmission of HIV / AIDS from infected woman to a child by the Physician Colonel Mactar Khayar Goumbala Epidemiological situation of HIV in the world by Dr. Sidibe Abdoulaye Wade, Violence related to women and HIV / AIDS by the Physician Colonel Mbaye Khary Dieng Vulnerability of women in relation to HIV / AIDS by Dr. Fatou Ndèye Ngom, Community Response to HIV / AIDS in Africa and throughout the world by Mr Daouda Diouf coordinator of ENDA Health.

In the afternoon of March 26, the following terms of reference presented:

Workshop 1: Causes and consequences of violence against women during their displacement.

Workshop 2: How to arm women migrant traders to escape the violence during their visit.

Workshop 3: Causes and consequences of the vulnerability of women traders in relation to HIV / AIDS.

Workshop 4: What strategies to be implemented to reduce the vulnerability of women traders. Before the restitution of works workshop,

a draft action plan had been prepared and submitted to the plenary.

The final decision taken at the workshop was the announcement to complete the various action plans by delegations once returned to their countries and send them urgently by email to MIDA ONG. At the end of the workshop, a sub-regional network of women traders fighting against AIDS has been set up.

Major speeches around the largely achieved goals, and the strengthening of monitoring the achieved results in Dakar were delivered at the closing ceremony presided by Mr. Ibrahima Keïta Chairman of MIDA. Note that among these speeches of Mr. Fodé Georges of Ivory Coast, designated by the participants to thank MIDA and its Chairman for having thought of involving women traders in the fight against AIDS and for having materialized African integration through fight against AIDS. Finally the loop was completed by The handing over of certificates to all participants A cocktail decorated by the provision of talented artists like Doudou N'diaye Mbengue, Fatou Laobé, Maty Thiam Doggo and rapper Big Diakhou was offered by MIDA in the room shows of the Yengoulène complex.

The ceremony came to an end this Friday, March 28, 2008 at 23 am and delegations returned to their respective countries on the following Saturday, March 29, 2008 from 9h30mn to 18 hours.

C) The recommendations of the workshop:

Recognition of target women traders as a vulnerable group to HIV and integration of this group in the various strategic plans to combat HIV / AIDS in African countries. MIDA recognition as an NGO specialized in interventions in the informal labour. Proposing MIDA ONG to be fully recognized under special foster status by the United Nations Social and Economic Council, the (ECOSCO) sites in New York, Geneva, Vienna and the African commission in Adis Ababa. The upgrading and extension of MIDA project for women traders in the countries of the sub-region not present in Dakar. The establishment of a corridor project targeting women traders of the sub-region led by MIDA. The perpetuation and the organization of this sub-regional workshop for the training of women traders on STD / HIV / AIDS every year. The support and the support of the network of West African women traders combating AIDS in place at the end of the workshop MIDA whose headquarters is set up in Dakar and the President-elect Adja Fatou Toure of Senegal , president of RENAFCOS .

The appointment of Adja Fatou Touré as ambassador of peace in the informal labour. Strengthening institutional support to MIDA for better mobilization and better monitoring of women traders from Senegal and the sub-region. The documentation and dissemination of the experience of MIDA in the women traders as good practice to sustain.
